COVID 19 Relief Agreement

Federal COVID-19 relief legislation passed Monday by Congress contains a number of provisions affecting landlords and tenants. The legislation:
- Provides $25 billion in rental assistance through September 30, 2022, that will be allocated to states based on population
- Allows landlords to apply for funds on behalf of tenants
- Stipulates that payments may cover rent, utilities, and "other expenses related to housing"
- Directs states to prioritize families with incomes below 50% of area median income but doesn't set a requirement
- Excludes rental assistance from a recipient's income for federal tax purposes
- Extends the Centers for Disease Control and Prevention eviction moratorium through January 31, 2021.
